Well I think this is a matter or debate. Most of the ppl use monk as upgraders and they try to lvl them up a bit. Mages come as second, then sins and warriors.
I am a mage in sin GUNG, so I didn't took upgrade skills as sin, but when I was mage I did and I was a pretty good upgrader. After I went sin I made a monk lvl 50 for upgrading, because no one sells +9 items for sins :
. then I made my +9 set from +7 with this monk. i used normal ups from +7 to +8. I think I used in total like 40 or more ups because 3 items broke when trying (well 1 broke because I tried to +9). Also used like 30 or 35 ssx from +8 to +9. I will appreciate if some higher lvl upgrader will share a similar experience in making a +9 set; just to see if there is a difference.
