No Mobs (faction quest) and not exp at level 38

Does anyone knows if this is a common issue and how to solve it?
GM,

Why I am not getting any exp even after killing a boss.
How to choose a faction if there are not mobs in any of the caves.

You teleport or to Deep Cave or to Nature Cave to accept faction quest. After that you use teleport to Deep Cave entrance and exit it. There will be the mobs you are looking for.

About not getting exp is for not being overleveled
